''On the last day, that great day of the feast, Jesus stood and cried out, saying ''If anyone thirsts, let him come to Me and drink." ''He who believes in Me, as the Scripture has said, out of his heart will flow rivers of living water." (John 7:37-38)
It is clearly obvious from Scripture that it is the will of God that we be filled with the Holy Spirit. John 8:39 clearly indicates that this is what Jesus is talking about in the two previous verses. It is by the filling of the Holy Spirit that rivers of living water will flow from us to be a blessing to others. It is never the will of God that we be a reservoir hoarding His blessings, but a conduit sharing them with others. Too many believers have become sponges soaking up the blessings of God when it is the will of God that we become springs of living water.
In fact, Jesus referred to us as rivers of living water.  A river reaches places that its source never knows.  Our lives can literally touch the ends of the earth.  (Acts 1:8) God rarely allows a person to see how great a blessing he is to others. A river is victoriously persistent overcoming all barriers. A river will find its way to overcome every obstacle and make its way to its destination. Are you facing obstacles today? The river of the Spirit of God overcomes all obstacles. Never focus your eyes on the difficulty, but on the Source. The Source of the rivers of living water that can flow through the fountain of your life to bless others is none other than the Spirit of God.
How can you be filled with the Holy Spirit?
You must desperately desire to be filled. The word for thirst here is the most extreme kind of thirst. It is a desperate thirst.
You must deal with the dirty.  God will never use a dirty fountain to distribute the water of life to thirsty souls.    For this living water to flow through you, you must be a clean vessel.  This is accomplished through brokenness and  confession.
You must drink deeply. This is the total commitment of your life to the Lordship of Jesus. They asked about D.L. Moody of Chicago. ''Does Mr. Moody have a monopoly on the Holy Spirit?'' The response was ''no, but the Holy Spirit has a monopoly on Mr. Moody."                      -
You must dissolve all doubt.  With absolute certainty, I know that I am saved, because the Bible says so.  I can also know that I am filled with the Holy Spirit when I have met God's conditions for that filling. God stands ready to fill every believer who will be obedient to His Word.
As you respond in obedience to His Word and yield yourself to the filling of the Holy Spirit, you will find that God has developed and nourished in you mighty rushing rivers of blessings for others.
If I would ask you, ''what is the capital of the Republic of Equatorial Guinea'', could you answer that question? Probably not. I couldn't have answered that earlier. The city is Bantu is where more than 96% of the population of Equatorial Guinea live. The economy was prosperous under independence, but in total collapse by 1979.  There are 21 denominations that serve the Lord in Equatorial Guinea.
The greatest need, spiritually, in this country - as it has been in so many - is to train the national leaders to do the work that God has called them to do. Church leaders were forced to compromise or suffer during the persecution a few years ago. Tragically, many Protestant leaders fell into sin and displayed more interest in power politics than in the spiritual nurture of their flocks. Pray for men of God, fearless for the truth, to be raised up to lead the churches back to a living relationship with God. Pray for both repentance and revival.
''Apostolic preaching is not marked by its beautiful diction, literary polish, or cleverness of expression, but operates 'in demonstration of the Spirit and the power."
